What is EUFLR?

Context and Objectives

The EU Forced Labor Regulation (EUFLR) is the new European regulation that prohibits the placing on the market and export of products made, in whole or in part, with forced labor. The objective is to eliminate from the European market any goods resulting from labor exploitation, holding businesses accountable for monitoring their supply chains.

The regulation applies to all companies, regardless of sector or size, that sell or export products within the EU. The regulation does not include minimum applicability thresholds and mandates the withdrawal and destruction of non-compliant goods.

Timeline

The implementation of the EUFLR will be gradual, with controls and obligations entering into force according to the following schedule:

  • December 13, 2024 → The regulation comes into force

  • December 14, 2025 → Designation of national supervisory authorities

  • June 14, 2026 → Publication of the database on high-risk products and areas

  • December 14, 2027 → Full enforcement: operational ban on the marketing of products linked to forced labor

Sanctions

Companies that do not comply with the EUFLR risk restrictive measures and significant fines. Competent authorities may:

  • Block and withdraw from the market suspected products

  • Mandate the destruction of non-compliant goods

  • Impose financial penalties depending on the severity of the violation

Businesses must adopt due diligence measures and ensure the traceability of their supply chains to avoid trade restrictions and legal consequences.

Declaration

Currently, there are no specific details on the declaration procedures or reporting obligations under the EU Forced Labor Regulation (EUFLR). It is expected that, once fully implemented, detailed guidelines will be provided on how and where to submit such declarations. It is recommended to monitor official communications from the European Union and competent authorities to stay informed about future requirements.
